Two fireplaces - One chimney; smoke problem

I have two fireplaces (one above the other). When I light a fire in the top one, I do not get smoke on that floor, but I get (visible) smoke coming out of the fireplace on the bottom floor, despite its flu being closed. When I light a fire in this fireplace at the same time, the problem goes away. Additionally, I smell smoke in on the bottom floor for several days after lighting a fire on that floor.

I first thought that the chimney might be blocked (birds nest, etc), but if that was the case, lighting a fire on the bottom floor wouldn't solve it, or would it? Any help appreciated!

If your home is rather tight and you also are heating by oil or gas, you have created a negative pressure system within your home. The second chimney flue is next to the first in the same chimney. Using a fireplace in conjunction with your normal furnace usage, the replenishment air has to come from somewhere. How about the chimney flue not in use drawing from the top of the chimney next to the "smoking one".
1. Install a top sealing damper on both flues.
2. Give your furnace a outside air source for combustion
3. Make sure that you are not loosing any heat in you top floors.
4. Crack a window in the basement, this can do wonders
